2026 District Board of Supervisors


Similar to the other Soil and Water Conservation Districts in Ohio, the Lucas SWCD is run by a board of five members who are publicly elected by county residents. Board members determine the district's long-term strategic goals, hire staff, and approve all budget decisions. They must attend one meeting a month among other responsibilities throughout the year.
Lucas SWCD Board meetings for 2026 will be held in the Lucas SWCD office (3350 Hill Ave., Toledo 43607) at 9:00 AM on the 3rd Wednesday of each month with the exception of:
June 17th at 5:00 PM

June 17; July 15; August 19; September 16; October 21; November 18; December 16

Kevin Joyce
Chair

Kevin was the Ohio Project Manager with the Trust for Public Land. Prior to that, he served as the Executive Director of The Black Swamp Conservancy. He was also a member of the Natural Resources Assistance Council (NRAC) of Lucas County. He has been a Board Supervisor since 2021.

Stephen Loeffler
Vice-chair

Steve has been farming for the past 41 years and also has experience in livestock and ditch maintenance. He has been a Board Supervisor since 2012.

Bill Wolf
​Fiscal Agent

Picture
Bill retired from a career in agri-business is 2018, most recently as president of The Andersons plant nutrient group. Bill is a commissioner on the Ohio Lake Erie Commission, a member of the International Joint Commission collaborative and an Ohio Certified Volunteer Naturalist for Metroparks Toledo. He has been a Board Supervisor since 2024.

Diane DeYonker
Secretary

Diane is a former Natural Resource Instructor through Toledo Public Schools and since retiring, volunteers for many organizations in the area. She has been a Board Supervisor since 2014.

Ben is currently employed by GEM, Inc. as the Manager of Business Development and is active in the agricultural community with his home farm and involvement in rural education. He has been a Board Supervisor since 2026.
